Teaching a dog “paw down”?

We adopted a dog (somewhere between a year and two years), and she is obsessed with pawing. She's pawed my eyes and left marks on my face. She does it for attention, and I have been taking her paw and putting it down, and saying “paw down”, good girl.
This is usually repeated over and over again until she looses interest.
At first I was trying to ignore her when she did it, (opposite of the reason she does it), but it was so obsessive I was getting scratch marks and claws in my face (among other places).
Am I doing this correctly? How should I train her? She is very stubborn. I think she's a collie/shepherd mix, and I am very familiar with shepherds and have never had issues training them…she's different.
